ROAMING SHORES – Sitting Village of Roaming Shores Clerk-Treasurer Kerri Philips discussed the ongoing transition to Kevin Huff as fiscal officer and clerk of council for the Village during the Roaming Shores Village Council meeting on Tuesday, March 17.
It was Philips’ last meeting.
Last year, council voted to combine the elected clerk and treasurer position into an appointed single fiscal officer role.
The new fiscal officer will continue to follow the same requirements outlined in the Ohio Revised Code, but the job will now be a part-time, 30-hour-per-week in-office role that is hired by council.
“The transition’s going well. He actually has training tomorrow with UAN for payroll. So payroll will be switching over, so, he’s not going to have to worry about the old system when I’m not here. So, that’ll be good,” Philips said. “Everything else seems to be going well. He’s well versed in UAN, so there’s no issues.”
She said he has been doing the meetings.
“I’m just up here tonight because it’s the last one,” Philips said.
She said Huff has been learning the clerk part of the role and has been doing the minutes.
“If you have any feedback for him for that, just let him know,” Philips said.
Philips said she will be with the Village until March 31.
Council passed a resolution honoring and commending Philips for her dedicated service as clerk treasurer and for her leadership during the transition to new municipal billing and accounting software.
“Philips has faithfully served the Village of Roaming Shores as clerk treasurer, carrying out the statutory responsibilities of the office with professionalism, diligence and integrity,” the resolution reads. “Throughout her tenure, Philips has provided exemplary oversight of the municipality’s financial operations, public records and administrative processes, ensuring accuracy, transparency and accountability in the management of public funds.”
The resolution reads that Philips has demonstrated exceptional leadership and commitment while guiding the municipality through the implementation and transition to a new municipal billing and accounting software system, an undertaking requiring significant coordination, training, data management and adaptation to new processes.
“Her diligence and perseverance during this transition have helped ensure continuity of services, improved operational efficiency, and a successful modernization of the municipality financial and utility billing systems,” the resolution reads.
With the resolution, Village Council desired to formally recognize and express sincere appreciation for the dedication, professionalism and years of service provided by Philips.
“The council recognizes that her efforts have contributed significantly to the continued stability, efficiency and modernization of the administration and financial operations of the village,” the resolution reads. “Council hereby expresses its best wishes to Kerri Philips for continued success and fulfillment in all future endeavors.”
Cake was served at the end of the meeting for Philips, who gave her last roll call.
Also at the meeting, council held the first reading of an ordinance amending Codified Ordinance 111.01 Governing Council Rules and Council Meetings and not declaring an emergency.
Council also passed an ordinance approving the police department salary scale for fiscal years 2026 through 2030 to clarify language associated with longevity pay of employees and declaring an emergency. Council waived the three-reading rule.
